Chairman’s Biography
Israel Rocha, Jr., EdD, MPA Chairman & Managing Partner
Israel Rocha Jr. is the Managing Partner and Chairman of Solvevance, LLC, a multidisciplinary advisory firm. The firm helps health systems, governments, corporations, and emerging ventures navigate challenges, drive value-based transformation, and scale operational and equity-focused innovation. Before coming to Solvevance, Dr. Rocha served as President of Kaiser Permanente’s Mid-Atlantic States region, where he led one of the region’s largest integrated healthcare systems. He oversaw the development of clinical quality and care delivery improvement programs and advanced payer-provider partnerships. He previously served as CEO of Cook County Health (CCH) in Chicago, where he led the nation’s third-largest public health system through the COVID-19 pandemic and successfully implemented major initiatives focused on fiscal resiliency, affordability, clinical quality, and enhanced access to care. Those programs helped CCH improve its clinical outcomes across all CMS ratings and measures and placed CCH’s financial performance in the Top Ten percent of health systems in the United States.
Earlier in his career, he led NYC Health + Hospitals/Elmhurst and Queens, a two-hospital system with over 1,000 beds in New York City, where he reversed systemic deficits, established positive operating margins, and advanced care delivery through the opening of multiple Centers of Excellence. During his tenure with NYC Health + Hospitals, Rocha also served as CEO of OneCity Health, the organization’s transformation subsidiary that managed the care delivery of over 1.5 million residents. At OneCity Health, Rocha helped reduce the ongoing cost of care for its patient empanelment by over 20% earning NYC Health Hospitals over $2 Billion in savings through its 1115 Waiver Program with the U.S. Centers for Medicare and Medicaid Services.
Prior to working in healthcare, Dr. Rocha served as a Deputy Chief of Staff and Legislative Director for a Member of Congress, where he led initiatives on Medicaid, rural health, and graduate medical education. Rocha holds a Doctor of Education in Leadership and Innovation from New York University (NYU), an M.P.A. from the Robert F. Wagner Graduate School of Public Service at NYU, and a B.A. from Columbia University. His board service includes roles with the Greater Washington Board of Trade, the Virginia Chamber of Commerce, and the NYU Alumni Association.
